Interim COVID19 Alfresco Dining and Live Performance Activation Policy

Purpose

This policy provides a framework for the implementation of new or expanded outdoor dining and live entertainment in the Burwood Local Government Area and seeks to enhance the provisions set out in existing Council policies to improve and increase the use of outdoor space following the extended COVID-19 lockdown period.

Scope

This policy applies to the period 1 November 2021 – 31 January 2022, unless otherwise extended and may be updated at any time.

Objectives

  1. Support the economic recovery of Burwood.
  2. Promote an activated and vibrant street culture.
  3. Encourage and manage safe high quality outdoor dining and live entertainment that takes into account the needs of the public as well as businesses.
  4. Enhance the provisions set out in existing Council policies and support the State and Federal Government’s commitment to encourage the use of outdoor areas for outdoor dining and live performance post-lockdown including on-street parking, Council car parks, parks, laneways and nearby main streets, subject to feasibility and safety assessments.
  5. Streamline and fast-track approval processes.
  6. Support opportunities for later business trade where appropriate.
  7. Maintain a high quality public domain that contributes to public amenity.
  8. Ensure that expanded outdoor dining does not impact or obstruct pedestrian traffic.

  • All existing outdoor dining approval holders wishing to expand their current outdoor dining area within the Burwood Local Government Area or businesses wishing to establish new outdoor dining.
  • All existing outdoor dining approval holders in the Burwood Local Government Area wishing to activate live entertainment outside their premises or businesses who don’t currently have outdoor dining approval but with to activate live entertainment outside their premises.

Note: Council reserves the right to apply additional place-specific requirements to an outdoor dining or live performance approval on a case-by-case basis.

Outdoor dining fees and charges have been waived as part of Council’s Burwood Bounce Back COVID-19 relief package until 31 January 2022, unless otherwise extended.

Interim approval is required for the expansion or establishment of new outdoor dining and the activation of live entertainment during this period. If you want to host live performance but don’t have an outdoor dining approval, you’ll need to prepare plans in line with our outdoor dining guidelines.

Approvals will be subject to certain conditions, which will be specified in any written Approval granted by Council.
